The bulk of the collection covers the period 1974-1982 when Maguire was a U.S. Congressman from the Seventh District of New Jersey (northwestern part of Bergen County). Strongly represented are his legislative activities regarding health and environment, with lesser representation of issues like energy policy, Congressional reform (Rep. Robert L. Sikes), South Africa, and senior citizens' rights. Local New Jersey issues represented include the extension of route I-287, closure of a Ford plant in Mahwah, electromagnetic radiation in Rutherford and a Bergen County sewer commission investigation. Campaign materials as kept by his father, Bruce B. Maguire, are also included.

Andrew Maguire was born in Columbus, Ohio, in 1939 and graduated from Oberlin College with a B.A. in religion in 1969 and from Harvard University with a Ph.D. in government in 1966. From 1966 to 1969 he served as advisor to United Nations Ambassador Arthur J. Goldberg. He served as a Democratic congressman from New Jersey's Seventh District from 1974 to 1980.
